sometimes one problem can be an excuse to cover something else.
Let's say that there is a fight that breaks out amongst friends on a public road and the was so much commotion that a cop seen the riot and jumps in. This conflict is now going to be solved because law enforcement has stepped in to help break apart and solve the problem
