This term is used when people benefit from the war by making a profit off it. They sell weapons and other goods to make personal profit. Most of the time it had a negative connotation and the profits were worthless in value. An example of war profiteers were the "shoddy" millionaires who sold recycled wool and cardboard shoes to soldiers during the American Civil War.
