Hoover became what was known as a lame duck. This is when there's a president that has almost no power at all. The country was in huge problems because of economic issues. Roosevelt had plans on how  to solve this but he couldn't do anything because he had not yet been inaugurated and this is the period in which banks closed down and numerous riots sparked.
