Queen Elizabeth I promoted the English empire in a variety of ways.  The most important action she took, though, by allowing England to establish trading companies in such far away places as Russian, East India, and Turkey.  By establishing these trading companies, Elizabeth I helped to position England as a trade empire throughout the entire world and, in effect, expand English rule throughout the world.
