True. For positive problem solving to occur, both parties must be committed to stating the problem in neutral terms. 

When working together to solve a problem everyone should try to have a clear head, vision and understanding of everyone involved. If both parties can stay neutral about the problem they are trying to solve, they are more likely to have an outcome come about because they are able to work together without opinions getting in the way.
