False. The production of epidermal cells does not balance with the loss of the skin cells in a healthy skin.

The skin is classified healthy when there is no or less loss of the skin cells due to lack of nutrients or water. A healthy skin can withstand dryness and damage due to the harmful rays of the Sun. The epidermal cells present underneath the layer of the skin take part in replacing the dead skin cells with new skin cells.
