gaps remain best describes the state of disclosure of lobbying activity.
Lobbying is an effort by individuals or groups to inform and influence public
officials. The Lobbying Disclosure Act requires lobbyists to register with the
federal government and provide detailed reports about their compensation, the
time they spent, and the expenses they incurred.
