It might be said characterization could be achieved by option I “His features are strong and masculine, with an Austrian lip and arched nose . . . .” and III “His voice was shrill, but very clear and articulate, and I could distinctly hear it when I stood up.” Both example, reveal information about the character which might help the reader to get a clear picture of  how he looks like. In the case of sentence II, it seems to be more of speculation than a description.
