Presumably, the opposite of decimals are fractions because by dividing the two numbers you get the decimal value of the fractional form of the number. Refer to the example below.

How do you write 39/100 into a decimal form is by simply dividing 39 to 100. 

Hence, 
1. 39 / 100 = 0.39 -> Hence this is the decimal form.

0.39 is the decimal form of the given value. 
Other examples can include: 
1.  100 / 1000 = 0.1 
2. 
 45 / 10 = 4.5
