The Mandate of Heaven was created during the Zhou dynasty and stated that there could be only one ruler of China at and time, and that this ruler had the blessing of the gods. Because the country of China was so large, it was necessary to give sections of it to trustworthy individuals. To show their appreciation, these individuals were expected to give tribute to the court of Zhou regularly.
