Vincent van Gogh was the one who painted this, he named it "Starry Night". It's an appropriate name due to the stars that can be seen in the sky. Since he was a post-impressionist, that explains why the paint strokes can be seen so small and thin. That was very uncommon compared to regular paintings during that time.
