The method is called Filibuster, Filibuster is a parliamentary procedure which can be used by a minority of senate when they want to prevent actions which are generally favored by a majority of Senate or it is used when they want to force a decision against the will of the majority. The method is sometimes called "talking out at bill" or "talking a bill to death"
