Mutagens have the ability to damage the DNA of a cell, therefore these are carcinogens that are initiating agents of cancer. Carcinogens are simply known as substances that trig ger cancer. By definition, cancer is the rapid divisions of cells that are considered as "abnormal" or "unhealthy."
