Answer:

I think it's because agriculture was a major cause for the construction of permanent habitats.

Before the development of agriculture, people used to migrate from one place to another searching for food sources. But after agriculture was developed, there was no need to migrate; because they could produce a sufficient amount of food in one permanent place. These permanent habitats  gradually developed into villages, towns and cities.
