please help, why is -3x+2y=8 equal y=3/2x+4

-3x+2y=8
Steps:
1) Add 3x to both sides to get rid of it by the y.
2y=3x+8
2) Divide both sides by 2 to isolate the y.
y= 3/2x + 8/2
3) Simplify (divide 8 by 2)
y= 3/2x+4
