Simplify into Y=mX + C form first
y=-5/3 X  - 4
so m = -5/3 for original graph, we convert to perpendicular = 3/5
So new graph = Y= 3/5X + C
to find C we substitute in (-15,1)
1 = -15(3/5) + C, hence C=10
Y= 3/5 X + 10   <Answer here
-3/5X + Y = 10
-3X + 5Y = 50   <Similar form here (just for viewing)
