The scale factor is the bigger over the smaller, so [tex]\frac{4}{3}[/tex] is the scale factor.

To find x, we just use a proportion Biggest to Smallest:

[tex]\frac{4}{3}=\frac{16}{x}[/tex]

4x = 48

x = 12
