there was no national tax system and no straightforward laws of citizens rights. the articles allowed states to tax citizens which only led to an abuse of power. shays rebellion highlighted these problems because when farmers couldn't pay the states high taxes the courts just took land from them. the uprising showed politicians the need for a strong central government that would protects it's citizens (bill of rights) and oversee states rights.
