Why is neon in the same group of the periodic table as helium?

Neon and helium both have full valence shells.  This means that the out-most electron shell of the atom is full.  In neon, the valence shell is 8 electrons, represented by the number of atoms in the family.  In helium, the valence shell is only 2 electrons, which is what it has.
