Hey bud. First off, the y needs to be by himself, which is not the case. So what you would do, is:

-2x+3y=-5 (add 2 because of the -2x and pass it to the other side)
3y=2x-5 (now divide by 3 so the y can be solved)
y=2x/3-5 done!
