please define blocks. Are we talking about a cube 1 foot by 1 foot or a actual block in the city which can vary in size. Need more information
Once you have the size of a block. You find out how big a story is and then convert that to the unit in which the block is in. From there you divide by the size of the block and multiply that answer by 20 to find the answer to your second question.
