Answer:

A line has equation y = ax + b, perpendicular to the line  y = -5x - 4

=> a x (-5) = -1 => a = 1/5.

This line passes (0, 3) => (1/5)*0 + b = 3 => b = 3

=> Equation of this line: y = (1/5)x + 3
