The 4th admendment prohibits unnessecary searches and siezures which the rightful owner has no given his/her consent. No warrant, unless the government intself, to whereas he whom wears the given warrant has taken an oath, is allowed. For example, it is illegal for one to seach paperwork, a home, car, or purse if the owner has not given permission.
