2x+3y=6

3y=2x+6

y=2x/3+6/3

y=2x/3+2

y=2x-4

It is neither, because if it was parallel, they need to have the same slope, which in this case, both don't. If it was perpendicular, slopes must be negative reciprocals, meaning if 1st equation had a slope of 2x, the other equation had to have a slope of -1/2x. Hope this helps!!
