The Athenians are said to be the first civilization to adopt the system of government known as democracy, which means "ruled by the people". Even though the Greeks were the ones who named and defined democracy, it's probable that they were not the first ones to adopt a democratic regime; a few places in India claim to be the first ones to adopt this system.
