Jimmy doesn't arrest Bob himself because
A) He can't bring himself to arrest his old friend
Twenty years earlier, the two friends decided they would meet up, no matter wealth or poor(ness). When Jimmy hears that Bob has become a wanted man in 3 states, he knows that Bob needs to be arrested, he just can't do it himself.
