The term that is often applied to Government workers is bureaucrats.

Bureaucrats refers to workers that work within a bureaucracy. A bureaucracy is a system wherein decisions are made by officials as opposed to elected officials. The general perception is that bureaucrats are more concerned with proper procedures as opposed to outcomes.
