Persuasive reason could be if you have kids, and the parents work, leaving the home before the kids have to get on the bus. Then you want them to have a cell phone in case the bus is late or never shows up the kid can call the parent and let them know. Also if there is an elderly person and they live alone, they can use the cell phone to call for help if needed. Or, because there are no pay phones around, if a woman breaks down on the road with her kids, how would she call for help?
