Find the unit costs and compare them:

$1.99

---------- = $0.199/oz

10 oz

$2.99

-------------- = $0.17/oz

18 oz

Clearly, the 18 oz bag for $2.99 is the better buy, at $0.17/oz versus $0.199 oz for the 10 oz bag for $1.99.
