3,560 divided into 23 equal parts is 154.78. theres an extra .78 on each 154 so if each plot is an even 154 then the .78 would be times by 23 to add up all the extra which would be 17.94 or rounded to 18.

----  3560 / 23 = 154.78
       154 into 23 evenly ( 154*23) is 3542
       3560-3542 = 18


plots = 154 each
