The correct answer is decreased. 

When the teachers in Milgram's study were ordered to administer shocks to others on the phone, their level of obedience decreased compared to when they were given orders in person. A explanation for this is that lack of physical proximity and real time feedback and reactions from the experimenter was absent during phone calls. Due to this it was easier for teachers to disobey the experimenter's commands.
