I believe the answer is:Consist of abstract-reasoning items that don't depend on language/Verbal skills

 culture-fair iq tests is created specifically to minimize cultural bias that might skew the result of the test. That being said, it cannot measure the full scope of human intelligence since there is not a single way can be done to measure verbal intelligence through written paper test.
